1940swallpaper: add .deploy.conf (Kamatera /var/www/1940swallpaper.com, matches fleet deploy path)

Scaffolded from live pm2 introspection so the site deploys via the shared
deploy.sh like the rest of the fleet. Deployed + verified 200.
