TK-10162: correct stale affiliate registry facts (re-measured 2026-09-13)

- digitalocean: program label CJ -> Awin. ui.awin.com/merchant-profile/123996
returns 200 titled 'Awin | Digital Ocean Affiliate Affiliate Program' and DO's
own /affiliates page routes its join CTA there. Records the $1 Awin publisher
deposit and that Awin's FAQ refunds it to the Awin BALANCE on first tracked
sale, not to the card - so it is unrecovered if the program never converts.
- beehiiv: flag that the payout rail is contested between beehiiv's OWN two pages
(beehiiv.com/partners says PayPal-exclusive; the support join doc says Dub.co).
Marked unresolved rather than silently trusting the registry's Dub.co guess.
Also records that the claimed approval/content review does not exist.
No status flips - all 3 remaining stay draft. Reversible: git revert.
