PJ Fall 2026 mailer: compliance-clean draft (softens 'stocked'->'available' per §17529.5), ignore scrape dumps

- comms-compliance audit PASS-WITH-FIXES: sole actionable finding was the
  'stocked to the trade' claim implying physical inventory (Cal. B&P §17529.5).
  Softened to 'available to the trade' in both HTML instances + the CC preheader
  — accurate and inventory-assertion-free.
- Verified: dry-run 9/9 PASS, all 5 vendor-CDN image hotlinks live 200 image/jpeg
  (byte-for-byte match to committed local asset copies).
- Added mailers/assets/pj-fall-2026/.gitignore for regenerable scrape-dump HTML.
- DRAFT ONLY. Nothing sent; CC_LIVE unset; --confirm not run. Send remains gated.
