Round-2 fixes applied and documented in [CHANGES2.md](/Users/stevestudio2/Projects/Norma/CHANGES2.md).

I patched only the safe rereview scope: the listed missed Gemini call-sites, the `pulse-topic` Gemini empty-key concern, and the webhook module-scope secret concern. I also verified the targeted files no longer contain the hardcoded Gemini key or empty `GEMINI_API_KEY || ''` fallback pattern.

Per your constraints, I did not run tests, install anything, use git, or touch forbidden paths.
