Applied only the re-review’s missed generated-page call-site fix: added the same `escapeHTML` helper and escaped the dynamic lookup `innerHTML` fields and assessor link URL in the three served city pages.

Verification: ran `rg` checks for the previously raw interpolation patterns; no matches remain. Per constraints, I did not run git, installs, or tests.
