TK-11041: merge the Whistler/closeout paragraph into the vendor draft (approved; NOT sent)

Steve approved the merge directly. Captured a verbatim pre-edit restore point
first (undo/draft-r-5469570474427181957-PRESTATE.json) so a bad edit is a
one-call revert. Verified after the write: paragraph in the right position, no
'From job: node' provenance banner injected, no DW or private-label names,
signature intact, one draft (updated in place, no duplicate).

Draft remains UNSENT - awaiting_owner_send. The vendor has not been contacted,
so the ticket stays blocked on Steve's send, not on the vendor.
