## Why this verdict

The original rotation request already has a canonical FILE disposition under TK-11435, with the memo present in `_resolved`. The identical key is publicly distributed by its vendor. No new rotation approval or vendor-side mutation is needed to reconcile the ticket with that existing resolution. Search access and key-management denial were observed; all possible write permissions were not established.
