+    goodquestion.com (G-QG3DGNYWZX) — each entered the list ONLY via an orphan GA4 property name.
+  - OWNED: studentdebtlawyers.org, studentdebtcrisis.org (GoDaddy), cypresawards.com (Cloudflare).
+ROOT CAUSE: the coverage scan derived "owned domains" partly from GA4 property NAMES, which is not proof of
+ownership. Fix: gtm/not-owned-exclusions.json now lists these 3 — never target them. Orphan GA4 properties
+flagged for Steve to delete (GATED — not touching GA4 props without approval).
