TK-11233: reporting-context hypothesis for the LPE count gap is disproven

Claimed the 2,065-vs-2,278 landing_page_error gap was a reporting-context
scope difference (aggregate = SHOPPING_ADS only). Tested it: a full re-scan
of 63,862 offers shows every LPE-disapproved offer carries the issue on all
six contexts at once. Hypothesis eliminated.

Remaining unproven explanation is aggregate snapshot lag - the re-scan found
2,275 where the first found 2,278, so the feed is genuinely moving.

Recording the negative result: the gap is UNRESOLVED, so the precondition on
the 1,265-offer orphan delete stands. Does not gate the canary.
