Proves by IDENTITY (not by aggregate arithmetic) that account-wide
DISAPPROVED tobacco_policy_violation = 1 and it is the already-routed
Saint Germain Hemp II, so TK-11449's measurement is no longer cohort-bound.

Spinoffs filed rather than absorbed into a closing ticket:
- TK-11844 Phillip Jeffries showroom-only still has >=8 live GMC offers, >=4 SERVING
- TK-11847 29 offers disapproved on legal_restrictions because 'Champagne' is a
  colorway name — same classifier false-positive as the Hemp/tobacco six, and
  28/29 are still partly serving
