TK-11233: 62-Malibu publish lane is DISQUALIFIED, not deprioritized

A second DTD panel voted 5/5 to publish these 62 first, calling them the only
genuine revenue recovery in the ticket. The reviewer asked why they were
unpublished. Nobody had checked. The answer disqualifies the action:

  publishedAt = NEVER on all 62 (never published, not un-published)
  Needs-Price AND Needs-Bolt-Variant tags on all 62 (deliberate holds)
  34 of 62 have ONLY a Sample @ $4.25 variant - no sellable roll price

Publishing would put 34 luxury PDPs live whose only purchasable variant is the
$4.25 memo sample - the leak class dw-map-auditor and google-merchant-agent
already watch for, which itself generates fresh GMC disapprovals. It would have
manufactured more of the problem this ticket exists to fix.

Reclassified as a data-completion backlog. Retracting my earlier framing of
these as revenue recovery.
