+- **Fixes (FIX-THEN-SHIP, executed):** guards.py (name-sanity stoplist + institutional/gov/edu domain blocklist) enforced in writeback.py; cleared 13 live garbage cells (corrective); regenerated guard-clean master; +26 clean top-up written
+- **Final DTD:** split (Claude B, Qwen B, Grok C, Codex A, Kimi A) — panel voted concurrently w/o Cody evidence; verified live-garbage → B correct. Applied.
