pr/registry: give ncuaCreditUnions its own 'ncua' throttle key. It used 'fdic' (a copy-paste artifact from fdicBanks), which shared one 350ms rate-limit bucket across two INDEPENDENT gov hosts (api.fdic.gov vs mapping.ncua.gov), needlessly serializing them. Safe — no correctness depends on the shared throttle; separate keys just let the two independent APIs proceed independently
