+Final verifier correction: an ancillary environment assertion failed when the tool command used the project workdir. Independent probes found `DTD_ZERO_COST=1` in the session context and absent in the project context; the canonical guard remained `ZERO_COST_REQUIRED` in both. No control was unset or overridden. DTD ran only from the session context, and its installed guard forces zero before credentials even without inheritance. Original 72-PASS/1-FAIL verifier evidence is retained; corrected final verification uses explicit context evidence. This is evidence maintenance with zero implementation credit.
