+# TK-11164 point-in-time eligibility evidence
+
+This bundle is an auditable point-in-time result, not a live view or a deterministic
+manifest generator. `eligibility-manifest.json` describes the canonical ticket state
+observed at its `as_of` timestamp. Later ownership, process, worktree, and event-log
+changes do not invalidate that historical observation, but they do require a fresh
+cycle before any action.
+
+Run `./verify.sh` to replay the preserved invariant checks against the artifact. The
+script verifies ticket count and uniqueness, zero eligible pickups, and the named
+TK-11161/TK-10993 safety assertions. It intentionally does not claim to reconstruct
+the manifest from mutable live inputs.
