audit: unpublish 17 dogs published with NULL tif_path (un-orderable, no full-size archive)

Settlement gate is trigger-enforced but the documented tif_path requirement was
never hardened — no trigger/constraint, and publishes write through the
spoon_all_designs VIEW which doesn't expose tif_path. The 17 (IDs 53424-53445,
2026-05-26 curator batch) went live without TIFs. Reversible: re-publish from the
logged ids once TIFs are built. DB + local snapshot + cache reload done; not deployed.
