+## Operating contract
+- **Reversible local work ONLY.** NO deploy / send / rotate / delete / publish / DNS / prod-write. NO new metered spend beyond what's already authorized (the running dogs batch). Gated → Approval queue.
+- **LUXE IS DEFERRED** — Steve gated the luxe re-roll on his own review of the dog batch. Do NOT run luxe this loop.
+- `/dtd` decides genuine forks (sparingly — metered).
