TODO: bleed-review surface DONE + corrected cohort numbers

The original '26,512 → 16,160' figure was the total archived pool.
The BLEED_GHOST cohort specifically is 749 (mostly already passed
quality). Split the TODO into 3 rows reflecting actual structure:
surface (done), 749-design triage queue (Steve-in-loop), and the
remaining ~15K unpublished that's mostly EDGES_FAIL or other.
