Verified 1:1 send path is CAN-SPAM-compliant at draft level (footer present +
mandated, §7704(a)(5)(A)). Confirmed the pr-intelligence buildMime bulk-send gap
(no List-Unsubscribe/address block) is real but irrelevant to the 1:1 path;
stamped + tracked. No code changed (out of PREP scope; claude-rentv owns the code).
